Space Administrator
Manages one or more Jira spaces.

- Apply approved link schemes to their spaces
- Ensure space-level consistency of work item relationships
- Verify that teams are using only supported link types
Standard Jira User
Works daily with Jira work items as part of regular team activities.
Uses Depencency Governance to:
- Create work item links using only allowed and valid link types
